The Resolution 478 of 27 October 2003 that amended part 143 of the April 16, 2002, in its second article, established that from the time the partners will be entitled: Applicants and Applicants understood as Active Members: Those persons who and can prove they are preparing to enter the preliminary requirements as volunteers. Active Members: Those candidates who led the whole stage, met all requirements and are carnetizados. The quality of voluntary is credited with the corresponding identification that is issued by the Directorate-General, after it meets all requirements in the first article of the resolution 478 of 2003. So, strictly speaking, the only kind of volunteers are the "assets" who can prove that quality and therefore entitled to all rights and were required to fulfill all obligations stated in the rules. For this, the aspiring members do not enjoy the rights or have the same obligations of active volunteers should not wear the uniform of the Civil Defense, or participate in operational activities inherent in the organization.
